Well...I think that you have yourself in a tough situation. Jason, are a flirt. And the problem with this, is that some people don't know how to respond to a flirt in any other way other than flirting back. I am not at all trying to discourage you...I just want you to look at this realistically. What I am trying to say is that she may like you the way that you like her...but she might also just be reacting to your actions. If I were you..I would risk whatever is being risked by telling her that you like her. Because all this thinking about it is going to get you no where...
One of two things will happen...
1) She will like you back...and you can move on with her...
2) She just wants to be your friend and you can get over her.
I think you should tell her.

those are my thoughts, too. In fact, much more well said than I could have probably put it. The only additional thing I have to say is, lots of people are natural flirts. Some so much that they don't even realize they're flirting until they've dug themselves into a hole with it. Maybe she likes you, maybe she doesn't. As colormethat said, you've just got to give it a try. Waiting around will get you nowhere hon :)
