I can tell you that I start seeing people in jerseys roaming the area hours early. A more urgent question is transportation. Were I you, I would park in the warehouse district (where most meters are free on Sunday)
and take the train from the warehouse district stop to the dome. And then, when you're leaving, get back on 94 on the other side of the Lowry Hill tunnel (Washington to Plymouth) so as to avoid the stopped-for-blocks stuff by the dome.

Fares are 50c each person each way in the downtown zone. If you're feeling like avoiding the lines at the machines when you're leaving, you can start out with getting a $3.50 Event 6-Hour Pass by pressing Key G on the ticket machine. (If you have the $5 to spare, this will make you feel smug because you won't be standing in a long line in the cold.)

Layer your clothes, because you'll be walking around outside afterwards. And it's been many years since I've been inside there, but if you have a coat to sit on I bet you'll be happier.
