Personally, I'd go with option (a). I've found that asking always works best, as does getting answers from the source. And it doesn't have to be anything confrontational. Just something along the lines of "I've heard rumors that you're throwing a party. Any truth to them?" should suffice. If he then gives you the details, you know it was an accidental oversight. If he says "no" or "yes, but ..." you know that he was being a moody bugger.
