I vote for reference. There's mention of the sheep being a ram, but i think that's just markings from the black of its face.
And it does look sheered, but I still think that Frank is a goat, rather than a sheared sheep, mainly because of the tail. I'm no expert, but I'm pretty sure sheep have smaller tails. Also, the goat probably just has very short fur.
