I watched a similar video for a different game a while ago. I remember this game. It IS impossible to get up there.

I made it past the dam but everytime I'd get to the next level--the party wagon/jump the sewers level I would die. Fuckin' turtles can't swim and apparently you needed some type of lasso to make a few impossible jumps. They're NINJA turtles for godsake...they jump and have ninja lassos!!! I still have the game though.
