And just how do they normally hand it out? I don't see how this makes any less sense than how they took it all away in the first place.

Usually it comes in the mail. If it ain't somethin', ya know, physical? Then ya get a postcard with a picture on it, somethin' like that.

I mean, I guess ya gotta point pally, but that don't mean I'm gonna trust it any more than normal.
