Why are you walking in the rain?

I saw an oddity today. This young woman wearing a cute pink shirt was holding a striped pink umbrella and walking in the rain. Her umbrella was not open, in fact it was neatly folded and secured with one of those velco fasteners. I thought maybe she just needed to cross the street, go a short distance. But as she walked past me I saw her soaked
