If I happened to want to add a forum to my website, which I could keep parts of private via password access or admin controlled subscription, and leave other parts of public for to give the trolls more playground space, what would be my best open source bet?

Try JForum, which looks like it isn't complete rubbish.

(I never met a PHP forum system that didn't stink of insecure code and unprofessional development)
