Police Stakeout List of Necessary Items:

1) Chalk, to help measure the length between the dashed lines and the intersection

2) Measuring tape

3) Binoculars, to look cool

4) Scooby Snacks and drinks to keep us alert

5) Ninja outfits, so the cop can't see us

6) Camera, to catch physical evidence

7) paper and pen, to record events.

You might be able to rent one of those walking measurement things so you don't have to spend as much time on the side of the road. Also, look into the road creation laws for your state-county-city.

Try checking at hardware or engineering and/or surveying supply stores.

Also, mirrored aviator sunglasses, to reflect the gaze of the Medusa.
Also to look cool.

I would dress up very professionally. Dressing nicely strong increases the amount of suspicious behavior you can engage in per amount of being hassled by cops. Just make sure underneath you are wearing denim cutoffs in case you go to jail and have to establish yourself as the butch.

I would also bring a voice recorder in case you might end up having any hilarious conversations with the police.
