Perhaps both. Dumbledore mentioned something about someone smoking Herbology plants and I can't find the sense in that.

I assume they're narcotics of some sort... or rather, someone hopes they are. Considering the kind of things classes cover, though, one would have to be rather foolish to try that sort of thing.

A good many of the plants are sentient so I wouldn't think they'd make very good narcotics. One is just as likely to get high as they are to get hit.
