You know, you don't have to join the army... You can - go to a technical school or junior college, get your grades up there, and then look elsewhere.
2-Fasfa and certain other financial aide systems don't work on grades, but on your parents income, unless you claim yourself as an independent to get more money.
3-Most people change their major during college, (if you aren't going to go for a technical school, which by the way, can have loads of options and can get you out in the field quickly, as well as a guaranteed job) Plus, your first two years are only basic courses, hence why you could just go to junior college until you have a better plan.
