Those little numbers are called "badges" and they represent alerts of some sort or another. In general, it means the app is calling your attention to something. For example, in Mail.app, the red number indicates the number of unread messages in all your inboxes. I don't know what it means for Chrome specifically to have one, but it if I had to guess, I'd say something you downloaded has finished downloading. I don't use Chrome, so I'm not sure
