I could be wrong, but that almost looks like fondant to me. I definitely think that it's more firm than anything you could buy at the grocery store, but unfortunately the only frosting I know how to make from scratch is cream cheese :/ Good luck, honey!

I agree that the base frosting looks like fondant. I googled it, and it doesn't seem too hard to make, just a little bit of a process.

Girls above are right: fondant. Not as tasty as icing. More like sweet dough. It's pretty, but if you go with regular icing, your cookies will be way more appreciated, I'm sure. :)

I think your best best would be to do the "Flood method" where you use a royal icing that's a bit more watered down. You do the outline in regular royal icing and then "flood" it, like drawing a shape with crayon than coloring it in. It makes it smooth and even. Once it's dried REALLY well you can go over with the detail work, and add a little bit of sugar glitter to make it sparkly while that is still wet. Try googling some royal icing directions and "icing Flood". :)

I know nothing about icing, but I would never be able to bring myself to eat those. They look too cute.
