Unfortunately this depends on the definition of "pirate." Do you mean pirates in the traditional sense, or the new software/media "pirates?" Maybe they are inversely related and the sum of both pirates is constant...

Uh... the last time I checked 17 + 3 quadrajillion > 35,000.

For instance, in China alone, 92% of software is pirated, and 1.3 billion people in China, and some unknown percentage of computer-owners.
