I've been following it on and off, so I'm mostly caught up, and I agree, it's all just very...flat.

"Flat" is exactly the word I've been searching for. There were few memorable scenes which could have led to something great. The manga is full of great ideas which have never been fleshed out and fall flat most of the time, which is probably why it has inspired so many fan works.
