If you're looking for a chill bar atmosphere with a rather unique assortment of beer and wine, I'd suggest Fermentation Lounge over by Railroad Square. The general crowd is upperclassmen and grad students.
Fermentation is pretty cool. Leon Pub also pretty chill compared to other areas, also often filled with graduate students and professors. Also it was the first beer bar in tally to boast a beer selection of worth
I haven't been myself, but an acquaintance of mine had a shin-dig at Ray's Steel City Saloon. Apparently they have some kind of underneath room with pool tables and darts or something. I think they said it didn't cost anything other than them paying for their drinks, not sure.
As for the Fermentation Lounge, it's definitely more "chill" than undergrad bars, but don't expect it to be quiet on a Saturday night. It's not big, so it gets crowded sometimes. Be aware that it's beer and wine only, no liquor. But they have an amazing assortment of those, along with ciders and lambics if you like sweeter stuff.
There's always Waterworks/Spaceport too.... actually, there's a whole mess of less-undergraddy bars in that block of town.

It's certainly different than any place in the greater tally area.
Wherever you go, have fun. My 22nd party as well as that entire year was the best I had in Tallahassee.
