Low blood pressure could do it. It's all to do with how well perfused your fingers are etc. Vasoconstriction (blood supply cuts off) is brought on by cold, it's your body trying to keep the important bits warm. I have a thing called Reynaud's Disease, so i hate cold weather, it takes up to an hour for my hands to warm up. I'm already wearing gloves, they don't help much. Thankfully it isn't as bad as it could be.
