What about the chainsaw place's window sign? Are you mistaking the & for a wheelchair symbol, or is there something else I can't read well enough to make out?
It does not look like an ampersand to me but the 'Handicapped Parking Only' logo. There does look to be a small ampersand before the word 'chainsaw' as well. Poor picture quality makes it hard to discern.
I have seen logos on businesses that indicate that they will cater to handicapped customers.
