i'm pretty sure this changes nothing; it kinda looks like its an attempt to hedge on the whole no-longer-evil-enough-to-be-in-the-axis-of-evil thing, but it doesnt look like much of a cause for alarm.

i think my favorite is section 3
"breaking the law is against the law. conspiring to break the law is against the law."
