The letter is, indeed, bizarre… but logical from the perspective of the people who wrote it - they're arguing that Deo committed (and was continuing to commit) tortious interference with their dealings with their hotel.
Turns out that threatening to punch other people actually is seen as a threat of violence, especially if those people might be armed. Hotel staff naturally don't want to get caught in the crossfire, and according to a couple of board members, demanded a $22,000 security charge for off-duty police officers. This wasn't something the convention proposed, it was presented as an ultimatum
