listen up, losers.

anyone know where you get the hms here? surf and fly in particular. and is there a badge requirement to use them outside of battle? can't get to ecruteak on foot from mahogany.

... or... does anyone around mahogany or blackthorn have a pokémon with fly or surf? ditto can copy it, i think. could be groovy.

Haven't gotten the HMs yet, but there's a badge requirement for them. If you want to use Surf, you need the badge from Ecruteak.

How ironic that you need one when you say you can't travel on foot to Ecruteak. I sure did and I'm pretty sure you can too.
