Just because you're tripping or high, that doesn't mean you don't care. But, taking what you said about them not caring; the government needs people to care, otherwise there truly is no point. And the government needs order, and if people don't care, who says they won't go and break other laws?

Yes, religion seems to be the only really logically way, in whatever way religion is logical. But, those type of escapes danger population, education, environment and other strong factors..
