NTL/Telewest are pretty good in terms of reliability and price, and also have the advantage of being fibre-optic cable rather than using Victorian copper telephone cables! Up to 10Mb, no download limits.
If you don't want extra cables being installed into your house, Zen Broadband have been consistantly voted one of the best ADSL providers, but like all ADSL, you will need a phone line and have to pay line rental on it, even if you don't ever use the thing.

Aren't Telewest now Virgin Media? As I was going to mention them, as I am sure they are doing TV and Broadband packages around that price range, so I was going to chip in with that.

I'm on AOL and I've never had any problems. I can't remember how much I'm paying, but it's not more than £30.

I hear Sky are doing basic telly, phone and 8MBit broadband for £26/month.

I had them in London, and except for the complete PITA it was to get it set up... once it was... it was all good.

'Course, lots of other options, but basically:

1. For ADSL, you're gonna need a phone line regardless.
2. For cable, you're probably going to have to get a telly package and/or phone anyhoo.
