I made pants!PAnts are what I maddddddddddde! ^_^

When you are sewing pants...Do you have to make to sew the top part...:the part that goes around you waist:: seperate?Then sew it on to the pants or do you just fold the top half of the pants over and then add the elastic/string from there?????????????
