I think the word you're looking for is "ordinance," hon. As distinct from "ordnance," which is what I'd be looking for after too many 1:30 a.m. horns.
Are they doing this because there's an intersection there? If the trains can't blow warning horns, the town needs to make sure the gates at the crossing are moron-proof, or some poor train engineer is going to have nightmares the rest of his life when said moron tries to beat the train.
Seems reasonably moron-proof. Enough so that no self-flagellation would be necessary on the part of the engineer. Like, you'd really have to want to die or be too stupid to deserve to pro-create to get onto the tracks at the wrong moment.
