Of the local options, my favorite are the bagels at Hot Tomatoes, which are boiled before being baked, like real bagels are.
The ones at Brugger's in Northampton aren't bad, though they're not awe-inspiring. Alas, I have explored Albany too little to know where one would look in that neck of the woods...
Oddly enough, the bagels at Price Chopper in Pittsfield (in the big shopping center with the Home Depot and Staples -- Rte 9, near intersection with Rte 8) are the closest thing I've found to real NY bagels. Definitely more authentic than Bruegger's.
I seem to remember the Hot Tomatoes ones as being good, but I've not had one for several years, so I can't really vouch for those.
