LOL as if the police don't have their hands full with real crimes. I hope people can make citizen's arrests.

"anyone who is annoying in public "by word of mouth, sign or motions."" would be a pain in the ass to fully define, enforce, and prosecute.

Then you start thinking of how it applies to minors and you start thinking it's a lot easier to desalinize the ocean using a pitcher with a Brita filter while wearing a Darth Vader costume.

Mabye that would be a suitable punishment! Though I would prefer to just use that Brita filter to make some better VODKA.
