I don't understand why you can't vote at the consulate. Isn't the whole point of the consulate during an election to let people living in foreign countries vote in their elections? Weird.
we have 2 lists to vote: 1- for who lives in italy or have his residence there (it means that i pay taxes to italy, i am covered by italian health service etc...). i didn't change my residence but only domicile...(i think for an american can soun weird but it is like that...) which means i temporarly live at a different address from the one i have on my ID but i'm still on the electoral list of my town hall. which means i can ONLY vote at my town hall.
2- for those who live abroad permanently, they should have changed their residence. and they must have their residence abroad for not less than 1 year to 15th march 2006 to vote. in that case they are listed in the italian consulate/embassy of their "new" city. and they can vote ONLY there.
