Jay's former captain on the Buckley was corrupt. He had a deal with the station director to siphon off some of the supplies and expensive scientific equipment the Buckley brought in exchange for money and exotic luxury goods to pay off his various cronies. When Captain Tarvel dies in the Buckley disaster, the 'third party' goes to deal directly

I like the second idea more, personally. Adds a different type of challenge than just more people trying to kill him, and also shows that not all people on the station are corrupt villains.
