There's a little too much blurring of the small light bulbs. But i think that could've been helped by choosing the exposure range to be at much lower values

yes but that might be part of the appeal of the photo. The bits that I think are interesting is the way the light has effected the skin on the head, and the christler building on the left side. With this effect it reminds me of an intricate comic book cover artwork possibly for batman (since it looks like the joker). Parts of the picture looks like it's been made in illustrator and parts look like it's been changed in photoshop. If this is a picture that has been not really touched digitally then I am impressed.

Well there's been no use of 'art' tools. Just high dynamic range and tonal mapping. The just fiddling with hue/saturation and Brightness/contrast
