For corporations and various industries, admitting it means taking responsibility and costs of changing things.

Same for people, really, plus they're used to living the way they do, and don't want to do anything that would make their lives less comfortable (whatever that means).

I always think that the best approach is to think along the lines of greater efficiency, saving money etc. People get uptight when it comes to cutting down consumption especially as our economies are built on it.
