When my roommate and I moved in to this complex almost 11 months ago. We were shocked by the water bills. I contacted the management about the bill. They said they were aware of the excessive cost. They stated that they had a company come out and look for a leak. Finding no leak they were told it was an inaccurate water meter. So they were battling

Put a sign up in your complex asking for a Lawyer. There's bound to be a Lawyer in your complex who will take this on Pro Bono due to having high water bills as well...

Good for you!~ You should absolutely look into hiring a lawyer, on contingency (he only gets money if you do) to file a class action suit. There is no reason why you and your neighbors should have had to pay that unresonably high rate, especially if the problem was found by the county. Because they hire idiots. But I digress. Go get your money back, don't let them walk all over you. The more of your neighbors you get in on this, the better, because I'm sure they all want some money too.
