A quality kill is one that is done with elegance, ingenuity or over the top "holy shit!" potential.
The most recent one I saw was in the season opener of "24". Bad guy, coming up a stairwell, glaces at the broken fire box above a door in front of him and from behind the wall comes Keifer Sutherland with a fire axe to the chest. Total quality kill!

So, let me see if I get this from your perspective:
A betrayed Mr. White killing Mr. Orange at the end of reservoir dogs (and subsequently shot to death by the police), while 'spectacular' and possibly emotional comes in as a 'solid' moment, but not 'quality'...?
However, McManus, picking off 7 or so Argentines on the docks at the end of The Usual Suspects is elegant, and possibly holy shit (?). Likewise, dropping a toilet from the roof in The Boondock Saints is certifiably 'Holy Shit'...?

Jason Bourne - The Bourne Identity Bourne disarms an assailant, dual wields pistols (one of which is upside down being fired with his little finger) and forcibly vacates the building using a downed enemies corpse to soften his fall down a huge stairwell.
Jason Bourne - The Bourne Supremacy (Technically not a kill, but a double KO
