The tradition/superstition is that sweeping and cleaning before the New Year clears away the old year, and any bad luck you might have. Cleaning afterwords might accidentally result in sweeping away any good luck the new year is supposed to bring. :D

Not that I have any trouble avoiding cleaning, anyways :)
