poway and santee lakes are setup as aquaculture sites they take no money from the state and provide thier own rangers etc here's one article about it http://www.nctimes.com/news/local/poway/article_8f4eaba8-13e5-585a-aed6-b486988b611a.html

my dad and i are going to try to hit miramar soon since its closer than santee and he has his license now

No I just read they stopped renting boats from the web page. Later today I'm heading up there and taking some photo's of the place. I hope the metal fishing dock is still all screwed up. I also want to try and get the pedestrians, bikers and general jack asses off the main road. So I'll be making some video of me driving the car around the lake and showing them how many people do not follow the rules.

As for mini boat I'm looking at something like this. Sevylor Fish Master Inflatable Boat Put a small trolling motor on that and I'm set!

Also Lake Poway is cheating the system and that's not right. What they need to do is make it so anyone who does not have a CA Fishing License should have to pay the permit fee. If you do have one you shouldn't have to pay the permit fee.

There in lies another problem. The lake is open to fishing 7 days a week but the only ADA accessible fishing dock is on the other side of the lake. Fairly certain they can't close the road legally or they have to move that dock. Something I'm looking into.

Sadly it's probably due to a lot of the state & city budget cuts that are happening.

Yeah but thats no reason to leave an ADA accessible fishing pier inaccessible. I'm heading out there tomorrow to get some photo's and video of a lot of shit that's not being done.

Yes, but you also remember that you are dealing with the government. =P
