Running in colder weather is great. Except for the dark, this is my favourite time to run. Once in motion, you generate a lot of heat. If you wear too much, you'll sweat too much and that moisture will get cold pretty fast after you stop running. Your feet can handle the cold. Just wear thicker socks.
I would recommend a long-sleeve shirt that wicks and a wind-breaking shell + touque. A vest. Light gloves/mitts too.
Depending on your comfort level, you wouldn't have to worry about undergarments above -10C
