See I work for a small company and we are efficient. Our legal counsel turns documents around in a matter of hours or days, not months. But our customers are usually very large, and not quite so nimble. And I really can't force them to do anything, as much as I would like to. The same happens in other industries too, gaming, animation, freelance.. People at the top who don't know anythhing about the creative/production process making stupid decisions and wasting time and resources, and we ultimately get the blame. It sucks and I'm sorry you have to go through it too.

Yeah, I know, I tried to generalize my comment by saying "in a company that sells products...". We all have our own set of unfair crap to deal with. The bigwigs and the suits have their own problems that they have to solve. But usually I feel they can solve those problems without creating so many new problems for everybody else.
