Harbringers of Skulls: I thought they were basicaly Cappadocious. and they buried themselfs to hide from the Giovanni as they were killing off the clan...
Nagaraja: I don't think the would go to the Camarilla for the simple fact, both Tremere and Giovanni would love to get there hands on them and seeing they'er only have a handfull of them left, they would be wiped out, it says the only reason the Kuei-Jin helped them was for knowledge about Necromancy and Kindred, in return they cannot make anymore of the clan.....
i agree with g that it does make more sense for the clans to be in the cammy but i guess the more people there are in cammy then the more people there are fighting for the power to be prince cos like you said the giovanni have a collective ego.........but they aint the only ones with an ego so i suppose its for the best that there are a few less clans in the cammy
