Try soaking your socks over night in 1/2 cup of baking soda or a laundry ball filled with white vinegar (but not both at the same time, you'll have more to clean than socks) along with your regular detergent. This only works for keeping them white, though...

As for hanging them up, you can get one of these for fairly cheap, and they'll do pretty much the same thing as your balcony.

Yes, laundry is hardcore.
