With people constantly going and leaving, I know it'd be difficult to keep updated but is there a census of sorts? Making one could be a good first step in getting organized in general--especially if safety is a concern of a lot of people.

I'm not sure. I'd have to think about it more. We could ask for the information but I'm not carrying much hope we'll get a lot of responses--or that they'll all be honest. Understandably so.
For newcomers it might be a little easier. Maybe we can have a group of people who serve as greeter to help get them situated and find people who might be from their world. Start them off with basic necessities and that way we can in turn learn about them and at least get some basic information. Name, appearance, maybe what world they are from.
To gather any information would be helpful at face value, so I suppose you're right. Just to list the people we know to be here.
Hughes asked me a long time ago to add more rooms to the house. So far only two of them are being used, out of ten. It's something that's concerned me for a while, but I suppose you get used to the privacy after a while.
I suppose there's the clinic too. I'll need to see how Unohana feels about paperwork.

I could ask, if you want--though if you mean to try and house people in the clinic is might not be the best, what with sick and injured people coming in and out. [Seeing what she had of this place so far she was sure that happened a lot]
But then until some of the other buildings are fixed up, I guess our options are pretty limited.
Most people get directed to the clinic upon arrival, whether they're injured or not - perhaps we need to work closely with Unohana. It's mostly people who have no friends from their world who stay there for very long.
... We need to get working on restoring a few more of the buildings.
Honestly, I don't know. I would imagine one couldn't last very long here without some kind of shelter. It would be interesting to see how many people had to stay at the clinic at all, and for how long they stayed there - without the need for medical attention, I mean.

A census, it's something I pondered - as people we have no real 'rights' thanks to the Animus. Publicly held information about the population...
