It was easy to see how on edge Zack was. The uniform was fitting, it wasn't hard to see the tension in his body and bare arms. More than the proper word. True, the Turks were sent out to apprehend him and bring him back to ShinRa, but...it was better than having to hunt Zack down like a criminal.
After that incident in Nibelheim, the Turks were ordered to reconstruct the city just as they had in Kalm, to cover up the incident. Reno had no qualms with undertaking such a monumental task..hell, he liked the challenge. But Nibelheim? He knew the Science department had taken in Zack and a blond SOLDIER reject by the name of Cloud, and he...he couldn't handle it. As emotionally sealed off as Reno had become, knowing Zack was right there within his reach, but being unable to do anything lest he risk both their lives right then and there? And have the Turks on their asses? No. He knew personally they wouldn't last long. So he refused, playing it off as being too strenuous. Luckily, Veld didn't catch on and he offered to shoulder the project for his Turks

And Zack was very unaware of all of these feelings and events. He knew that he had escaped from a fresh HELL-- one where he spent a lot of his time mostly out of it. A lot of unspeakable things happened within that lab. There were a lot of questions that Hojo apparently wanted answered. That ShinRa wanted answered
