Yesterday I went shopping in Utsunomia with Amanda (not you, you twisted person you. How would you get to Utsunomia?) and it just happened to be the day of the town's big summer festival! Heh! Sounds like you stumbled into Utsunomiya in the midst of Obon season. (I think... Obon's supposed to be around June-ish, IIRC. They hold an Obon-type observation here in Denver during their 'Cherry Blossom Festival' shindig-type-thingie coming up this weekend, that's usually how I figure it.) Spiffy, that.

Actually, no, but a good guess! I guess in Denver we squish all the Japanese festivals together- Sakura Matsuri (Cherry Blossom Festival) is usually in March or April, and Obon is in August. This was more of a local festival, celebrating a local patron god.
