And the "scandal" that the opposing politicians are up in arms about simply means that the Diet is happier to accept money from TEPCO than a foreign resident.
It's just what it says really -- Kan accepted a donation from a Korean national who was resident in Japan. That's not allowed under political donation rules. It's explained here:
