I don't think that's Kousaka in the second link there, but another character entirely, one that prefers and is more comfortable in drag at all times (not just at comicon). Kuchi has a crush on the female version, and is very nervous in this scene. There's a lot of internal/thought dialogue from this character in regards to Madarame, Saki, and Kousaka. :) Good character development.
