From the article, it sounds like littering & policy violations aren't much of a concern - just taxes. But to say, "Oh, it'll be offset by a property tax decrease" ignores the fact that the people concerned with garbage disposal aren't necessarily the people paying property tax.
They need something that either:
forces landlords to pay the waste disposal fee; or
forces landlords to pass the property tax decrease to tenants
In case 1, that would negate the environmental benefits of the policy. In case 2, well, I'm not sure how the math would work on that one, nor how it would be enforced, if at all.
though i guess theoretically if the property taxes go down, you are entitled to a rent reduction anyway. but i just don't want to have to pay extra for the garbage. hey i just added you as a friend btw.
That's just the thing... you might be entitled it, but what's the likelihood that anyone's landlord is actually going to reduce their rent accordingly? :S

...I didn't know pickup was every two weeks in Toronto. Here, it's twice a week (but recycling is just once).
