Are you talking about the lighting of the picture? It looks to me like they just used the curve portion of the program. Do you have a before picture?

Maybe a level was used too but no color

Is that what the curves are called? I never know, I kinda just get in the zone and forget all about the names of the options I'm using. XD

Also you could probably try some exclusion (screen, screen, subtract) layers to get similar coloring.
