Hun, I'm so sorry to hear about that situation. I'm definitely glad the kiddies are alright.

It definitely sounds like you're doing the right thing. You always have a good head about you in crisis situations. Hopefully, this young girl will get a wake-up call very soon and will stop screwing things up, and learn from her mistakes. Making mistakes is pretty much an integral part of being a teenager, so hopefully she'll be able to take this as a valuable life lesson. Dunno.

ye gods. This is me shaking my head. Teenagers. What CAN you do? Well, I think you've done all you can - and more. I only hope that she starts figuring out how damaging these choices are to her life, and doesn't push herself to real rock bottom before she starts doing something proactive. Terribly sorry this happened, but at least your kids are safe, you've got the phone back, and you've got some inner (and outer) peace to enjoy. If nothing else, the closure certainly must bring some relief.
