In photojournalism, when is it appropriate to use PhotoShop? When is it not appropriate? Does altering the photograph mean altering the truth?

It is a misconception that photos = truth. I think the Reuters story shows that photographs shouldn't be taken at face value and should always be questioned and critiqued.
