Jaime Lannister is from (specifically) A Feast of Crows, which shares a timeline with the first half of A Dance with Dragons in a way that makes me annoyed to rehash things from the previous books. Razzum frazzum GRRM. The War of Five Kings has mostly ended with the near extinguishing of House Stark and Stannis Baratheon busy with the North. King Tommen, the first of his name, rules in King's Landing with his loyal servants: Lady Whiskers, Ser Pounce, and Boots.
Oh, and Cersei is batshit crazy. Thus leaving Jaime as the only sane member of House Lannister. Yes, this includes Tyrion. Sorry, Tyrion.
So, the few people involved in this little world of soul breaking will have him making sad eyes at them. The saddest of eyes.
