It was Hal's own fault. He had a staring problem and he knew it, he'd just never been able to muster up the self-control to put a lid on it. Hal gets cocky after defeating Parallax and starts embellishing when he tells his tale of triumph to the Green Lanterns on Oa. Sinestro overhears the boisterous recount and becomes disgusted that Hal could display such arrogance so soon upon joining the Corps. Sinestro then decides it will be necessary for him to personally teach Hal some… humility.
